Traffic cameras coming next month

Knoxville's first traffic enforcement cameras could be installed and
operational within 30 days, said police, who are in the midst of
finalizing a list of city intersections with the worst records of red-
light-running drivers.

The Knoxville Police Department, however, is doing its homework
before deciding where to put anything.

In a 6-3 vote last month, City Council members approved a three-year
contract with Arizona-based Redflex Traffic Systems to operate an
automated camera system to catch offenders.

surveillance on USA, this illegal contract violates Knoxville Code,
Tennessee Code, and US Code, with criminal punishments for every City
gov't employee who got paid "campaign funds".

Trial period launches traffic cameras
Police Department studying intersections it wants to target

Knoxville's first traffic enforcement cameras could be installed and
operational within 30 days, said police, who are in the midst of
finalizing a list of city intersections with the worst records of red-
light-running drivers.

The Knoxville Police Department, however, is doing its homework
before deciding where to put anything.

In a 6-3 vote last month, City Council members approved a three-year
contract with Arizona-based Redflex Traffic Systems to operate an
automated camera system to catch offenders.

Those members who voted against the proposal, however, based their
objection, in part, on KPD officials' less-than-concrete traffic data
used to justify the controversial cameras.

KPD Capt. Gordon Catlett, who's spearheading the project, said
Wednesday he understands the skepticism. And he assured that the
final list of 15 intersections to be camera equipped will be decided
by conclusive, type-specific crash numbers.

"My interpretation of that data will be the same as your
interpretation of that data, the same as City Council's
interpretation or the public's interpretation," he said.

Working from an initial list of the top 25 crash-prone intersections,
Catlett said he is looking for those sites that have a history of
angle collisions specifically, also known as T-bone or side-impact
crashes.

"Angle collisions are most often because of someone running a red
light or a failure to yield the right of way," Catlett said. "The
whole thing is, not necessarily (traffic) volume, not necessarily the
number of accidents, but the type of accidents. That's what we're
primarily focusing on."

That original top-25 list of crash sites, as presented to council
members, includes a one-year tally of total crashes at each location,
as well as the total number of citations issued to drivers for
disregarding a red light at each site.

The two figures are not necessarily correlated, however, acknowledged
KPD Chief Sterling P. Owen IV during a City Council workshop on the
issue.

Catlett said his research would examine crash statistics from each
site over the past three years, looking for any intersections with
angle-collision trends.

Redflex is expected to conduct its own on-site monitoring at the
locations to confirm KPD's recommendations. Police, however, will
make the final decision on where to install the equipment.

Catlett said he hopes the research can be completed and the first
couple of cameras installed within 30 days.

Once the system is up and running, he added, a 30-day trial period
will be allowed during which offenders will receive only a warning
citation in the mail, rather than an actual $50 ticket.

Transport Canada is road-testing cutting-edge devices that use global
positioning satellite technology and a digital speed-limit map to
know when a driver is speeding, and to try to make them stop.

When a driver hits a certain percentage above the posted speed limit,
the device kicks in and makes it difficult to press the accelerator.

While the idea appeals to some road-safety experts, even the
researcher in charge of the project admits many drivers -- some of
whom have shown fierce resistance to photo-radar and red-light
cameras -- may balk at the science-fiction scenario of a machine
forcing them to apply the brakes.

"We are trying to assess the operational acceptance issues," said
Peter Burns, chief of ergonomics and crash avoidance with Transport
Canada's road safety directorate.

Then Brian opines:

"Operational acceptance issues"--that's a cute way of saying we'll
need to see a culture shift for these to be accepted. I'm a
relatively "slow" driver, and even I'm not too keen on the concept.
