You need to take pictures, video tape him when he enters your apartment and get the code book meaning the rules in regard to the living conditions and rent. If you live in a town go to the town office and request information or if you live in a city then go to city code officers and show them your evidence of how you are treated, your money situation and your apartment conditions. You can also get an attorney and if you can't afford one perhaps look up Free Legal assistance. What ever you do do not let the landlord know of doing this or he will be steps ahead of you like he is now.  You need to go above him and get help outside not near anyone that has anything to do with him. Don't even tell the surrounding tennants...keep quiet and then hit your landlord with either clean up is act or you will sue him. Remember play detective, collect your evidence, find someone legal or an official to guide you. No matter how much he picks on you keep quiet toward him because he likes to see you squirm like a worm on a hook. EVIDENCE is an absolute...not hear say!
