phpBB2 has an unapproved modification to pre-approve messages.
Sometimes the unapproved one works and sometimes they don't. If you
have a gold account on fcpages, they can host a phbBB2 forum. There are
other ways to do it I'm sure. Another thing you might want to consider
is MSN groups. They do have a way to pre-approve messages. They have
sections for photos, web pages, and chat room. It's also real simple to
upload photos so that everyone could do it.

Maggie, Roxanne and I have had this board for several years. It's free.
I added a calendar from Lo Calendar
http://www.localendar.com/public/thedarkshadowsfiles for everyone's
birthday. It's real easy to set it up so that the birthdays repeat from
year to year with only one entry.
I like MSN much better then Yahoo because you can set up an e-mail
or digest format but get everyone's post so you see the entire
discussion. Much easier to follow.
There are other choices such as:
ProBoards http://www.proboards.com/index.html
Invision Free http://invisionfree.com/ which also has a paid option
I'm not sure if ProBoards or Invision has a pre approval feature or
not.
When I was contemplating upgrading my forum from what I had before,
I decided that phpBB2 was the easiest to use. It also was really easy
to create a template for it so I didn't have to use the ugly one it came
with. It's easy to add modications to it to get the features you want.
I may have blown it up a few times learning. But, hey I just
reinstalled and started again. I always work off my hard drive anyway
and save an extra copy.
