There's plenty of good computer animation out there, but wow. This is
just terrible.

You're not the only one. The second season of 'Postcards from Buster' was animated the same way, and I remember thinking 'I hope they don't make Arthur like...

... They probably changed the animation software. Most likely, budgets have been cut, and little time is offered for quality checking beyond the animation...
