"Decision in the Ring" was the very first episode filmed after the pilot, and I
think the producers were still in the process of figuring out what Kimble would
and wouldn't do, what would work for the character and what would not work. I
think it's important to keep that in mind when criticizing the first dozen or so
episodes especially.

That's an excellent point and one that has never occured to me. It would have
been a far more exciting story if Gerard had been in a bar somewhere that had
the fight on and he had seen Kimble right there in the corner and perhaps not
even he could imagine Kimble being stupid enough to put himself in the public
eye that way.
