Thanks for this wonderful review of one of the best episodes in the whole series.  I'm not sure I agree with you that it is better than "The Martyr", but it is at least on the same high level of qualtiy, and it doesn't really get better than this, does it?  Fabulous!!
 
To me this episode represents the makers of Mission Impossible not only writing childern's fairytales, but actually trying to deal with some of the political challenges of the day.  As you say, the episode is filled with ideological conflicts and moral dilemmas.  One fine hour of intelligent television.
