Some will, some won't. I've tattooed over scars that did great. I've also tatt'd over some the wouldn't take ink anyway you tried. Guess it's the skin type and the actual scar that matters.

Hey, Reguarding question of tattooing over a flat scar. I have a scar about
the size of a quarter on my shoulder and it ended up in the middle of a
bitch'en dragon tattoo. Can't see it at all, it took color the same as the
skin around it.
