Now THAT is a good question. My wife asked the same question. Watching the scene
multiple times will not tell you for sure, as it is a bit iffy. My theory is
that he did, for a few reasons.
1. The motion really looked like a stabbing rather than an injection.
2. The scenario wasn't pre-planned, so it's unlikely Briggs would have a
tranquilizer on him
3. In other "rapid-acting tranquilizer scenarios", the injection is always given
in the neck.
4. The enemy agents were in the car watching what he was doing, so he couldn't
take any chances.
5. On top of the mission being at risk, Briggs' own people were being held
hostage.
6. It fits in with Season One, where the IMF killed a lot more people.
That's my take, anyway.
