A gazillion years ago (or at least it seems that way) I was in
Canada for a BIG dog show over the V Day weekend and I know all
the governmental offices I saw were closed. But I don't know if
that translates to consular offices or not.

Anyway, I think he would and he'd spend the day holed up in a
library somewhere studying what Americans know about the former
queen... and Ray would berate him for wasting such a beautiful
day by spending it inside. YMMV
